RTO transition to VET Information Standard reporting – Transition pathways

Last updated: 15/07/2026

Registered training organisations (RTOs) can transition to the VET Information Standard at any time based on their business needs, the readiness of their student management system (SMS) supplier, and their own preparedness to capture and report VET activity in VET Information Standard format.

The way you transition your VET activity reporting from AVETMISS to the VET Information Standard will depend on when you transition. This page explains what you need to do, based on when you choose to transition.

Transition is open to RTOs currently delivering only fee-for-service activity. RTOs who are fully exempt or have reporting arrangements with a state or territory training authority (STA) will transition at a later date.

Scenario 1

Transitioning at the start of a reporting year

Complete your final AVETMISS submission for the previous calendar year, then commence reporting all training activity under the VET Information Standard from the beginning of the new calendar year.

  • Your RTO is ready to transition on 1 January 2027.

  • Submit your full AVETMISS data for the previous reporting year (1 January to 31 December 2026) during the reporting collection window of 1 January to 28 February 2027.

  • Once you have successfully completed your final AVETMISS submission, begin reporting data that complies with the VET Information Standard, including for continuing and new students. This applies to all VET activity from 1 January 2027.

  • Data collected from 1 January to 30 June 2027 will need to comply with the VET Information Standard and may require updating.

Scenario 2

Transitioning during a reporting year

Complete your final AVETMISS submission for the previous calendar year, then transition to the VET Information Standard at the start of a quarter and report the current year's activity in VET Information Standard format.

  • Your RTO is ready to transition from 1 July 2027 (start of quarter 3).

  • Ensure you have submitted your full AVETMISS data for the previous reporting year (1 January to 31 December 2026).

  • Do not report AVETMISS data for the 2027 year-to-date training activity.

  • Once you have successfully completed your final AVETMISS submission, begin reporting data that complies with the VET Information Standard, including for continuing and new students. This applies to all VET activity from 1 July 2027.

  • Data collected from 1 January to 30 June 2027 will need to comply with the VET Information Standard and may require updating.

If your business processes and systems don’t support these transition pathways, please contact NCVER to discuss your transition options.
