Technology and systems
VET Data Streamlining introduces a new way for RTOs to submit their data, supported by changes to technology and system connections across the sector. Data under this new approach will be exchanged through application program interfaces (APIs), enabling student management systems (SMSs), state and territory training authority (STAs) systems, and NCVER systems to securely share information more efficiently and replace the need to manually extract and submit NAT files.
Validation results, submission statuses, and reporting outcomes will be returned through these connected systems, providing users with more timely feedback and a streamlined reporting experience.
Overview
The technology underpinning the new national reporting framework is the Student Training Activity Reporting System (STARS), NCVER's new national reporting platform. STARS will connect with RTO and STA systems to support the validation and submission of VET activity data. As part of the transition to the new reporting arrangements, STARS will replace the current AVETMISS Validation Software (AVS).
Under the new model, RTOs will continue to manage and maintain student activity data within their existing SMS. Data will be validated with, and submitted to, STARS in accordance with the Data Provision Requirements and the VET Information Standard. This will reduce manual handling, improve both data quality and the flow of data between systems, and create a more consistent national reporting process. In order to do so, RTOs must have a VET data system that can collect, store and report VET Information Standard data in digital form.
Whilst RTOs will primarily interact with NCVER and STA systems through their SMS, STARS will support the efficient submission of VET Information Standard compliant data and a more consistent reporting process across jurisdictions. It will also support SMS suppliers and other stakeholders to build services that align with the new standard and reporting arrangements. Together, these systems and services enable secure data exchange and support the delivery of high-quality national VET data.
