When RTOs can transition

The current Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS) is being replaced by the new VET Information Standard as part of the VET Data Streamlining (VDS) Program. RTOs are required to transition to the new standard by 1 January 2029.

The timing of each RTO’s transition will depend on when their Student Management System (SMS) is ready to support the new reporting arrangements, your registration date, and whether the RTO has a funding arrangement with a State or Territory Training Authority (STA). The information below helps RTOs understand when they can begin reporting VET activity data under the VET Information Standard.

Do you have a reporting arrangement with one or more State/Territory?

Reporting arrangements may include funding agreements or other contractual obligations.

NO – I do not have an STA arrangement

YES – I have an STA arrangement

Registered before 1 January 2028:

  • Your SMS must support the new VET Information Standard reporting arrangements.
  • You may choose to transition at any time from 1 October 2026.
  • You must transition  to the VET Information Standard no later than 1 January 2029.
  • A final AVETMISS submission is required prior to transition.

First registered on or after 1 January 2028:

  • Your SMS must support 
    the new VET Information Standard reporting arrangements.
  • You must report using
     VET Information Standard from the day you are registered.
  • AVETMISS reporting does not apply.

 

You must continue reporting AVETMISS data until the transition date advised by your STA(s).

  • Your SMS must support the new VET Information Standard reporting arrangements.
  • From the STA transition date, you must report all activity using the VET Information Standard.
  • Your STA’s transition date applies even if you registered on or after 1 January 2028.
  • If you have arrangements with more than one STA, you should first clarify the transition timing for each STA.  It is likely that you can only fully transition to the VET Information Standard once all relevant STAs have transitioned.
  • A final AVETMISS submission is required prior to transition. 

Key things to know

  • You can only report under one data standard at any one time.
  • If you enrolled students and/or delivered training before the date you transition to the VET Information Standard, and you have any AVETMISS data that has not yet been reported, you must submit all outstanding AVETMISS data before you transition.
  • Do not begin submitting VET Information Standard data until you have completed your final AVETMISS submission and have confirmation advice from NCVER.
  • From your transition date, all ongoing and new student enrolments and training activity must be reported under the VET Information Standard.
  • All RTOs must be ready to begin reporting under the VET Information Standard no later than 1 January 2029.
